It states that Kanonier (gunner) Theodor Blume of the Flak Reserve Detachment 60 has passed his exam of the E Messdienst (Entfernungs Messdienst = range measuring duty) and is eligible for the title of E Messmann (range measuring man). The document is signed in blue ink by Lieutenant Colonel and Commander of the Field Flak Artillery School 11, Wilhelm Surwald.
